Toronto Sports Betting History

Sports betting is engrained in Toronto culture, so much so that the history of sports betting in the city can be traced back over 600 years, when natives were known to play various games of chance.

Horse racing became the only avenue of legal sports wagering from 1892, when the government banned all other forms of gambling.

It wasn't until the early 1980s that an amendment to the Canadian Criminal Code meant that provinces could provide sports betting, but only in lottery format, which effectively meant parlay or multi-leg wagering. Bettors were required to make 3-6 selections on one ticket and they needed to land every one of them to win the wager.

This allowed provincial governments to introduce sports betting products like Proline, Sports Action and Rise-O-Jeu and sports betting fans in Toronto could bet win, point spread and over/under on big sports games, but only in parlay form. It proved popular, to begin with.

The betting landscape in Toronto began to shift in the internet boom of the 1990s. The Canadian Criminal code prohibits anyone in Canada from accepting sports betting wagers, but the internet enabled sports fans to bet online with sportsbooks based outside of Canada, which was perfectly legal.
