The Alcohol and Gaming Commission of Ontario (AGCO) has set a deadline of Oct. 31 for internet gaming operators and gaming-related suppliers to become regulated. So the transition period for gray market operators is fast coming to a close.
The regulated iGaming market for Ontario online casinos launched April 4. However, unlike other jurisdictions, the AGCO implemented a grace period so gray market operators could “quickly and seamlessly” move over without causing interruptions with their Ontario customer base.
The AGCO has been accepting applications for registration since September 2021. For those looking to operate Ontario casino apps legally, they must first secure a registration with AGCO, then execute an operating agreement with iGaming Ontario.
Going back to September 2021, operators and gaming-related suppliers were told that if applications were not submitted by market launch and the company continued operations in Ontario’s unregulated market, they risked not having their application approved, the AGCO said in a statement.
Standard 1.22 comes into force on Halloween. That means potential blackout periods for customers/players pending registration.
AGCO Expectations for Ontario iGaming Applicants

- "Registrants are expected to know, understand, and comply with all applicable regulatory requirements, including this standard upon its effective date (October 31, 2022).”
- “As with any instance of non-compliance, the AGCO will take appropriate regulatory action against any registrant that does not meet this Standard (once it comes into force).”
- "For those registered operators that have yet to transition from the unregulated market to the regulated market once the Standard comes into force, the registrant will be required to end its unregulated operations within Ontario pending the registrant’s entry into the regulated market.”
